The profile of the prosumer, the star of the energy market: urban, male, and tired of waiting for financial support from the government, so he invests on his own.

The ENSYS study reveals that 7 out of 10 solar energy prosumers are urban and male, with an average age of 51 years. In February 2023, Romania had 48,543 prosumers with a total capacity of 535 MW from solar panels, according to ANRE. The rapid growth highlights the tremendous potential of renewable energy.

Photovoltaic panels: the number of prosumers in Romania has increased 3 times

Data collected from 55,000 clients indicates that 7 out of 10 Romanians who install photovoltaic systems are from urban areas, and 8 out of 10 clients are male. The average age of beneficiaries is 51 years.

The study also reveals that the payback period for a photovoltaic system ranges from 2 to 7 years, depending on the evolution of electricity prices and the adjustment of consumption patterns. The average value of implemented and ongoing projects is 35,000 lei, with an estimated average annual electricity cost savings of 4,080 lei.

The increased interest of Romanians in photovoltaic systems is mainly attributed to government programs like Casa Verde and ElectricUP, as well as European funding programs. However, due to delays in the implementation of the Casa Verde program, more and more clients are choosing to finance their investments from their own sources to avoid delays.

The number of prosumers in Romania has significantly increased in the last year, reaching over 40,000 by December 2022. These prosumers have a capacity to produce electricity from renewable sources with a total installed power of 423 MW, representing approximately 2.25% of the total installed capacity in the country.

Ensys study: Prosumers invest an average of 35,000 lei in photovoltaic systems

In April 2023, Ensys Renewable Solutions, through its Residential Systems Division, conducted a study based on centralized data from 55,000 individual customers who had enrolled for the installation of photovoltaic systems, either through government-subsidized programs or through their own contribution.

The study revealed that 7 out of 10 Romanians who install photovoltaic systems are from urban areas, with an average age of 51. The amortization period for a photovoltaic system varies between 2 and 7 years, and the average value of implemented or ongoing projects is 35,000 lei. Additionally, the average electricity cost savings for a photovoltaic system user amount to 4,080 lei per year.

According to Ensys representatives, 2023 has seen an increase in customer interest in adopting photovoltaic solutions, especially due to the promotion of government programs such as Casa Verde and ElectricUP, as well as European Union-funded programs like PNRR and the future RePowerEU. Even in these circumstances, the interest of beneficiaries who wish to install photovoltaic systems through private funding is higher than in previous years. Official data shows that from 2019 to 2021, funds were allocated for over 55,000 photovoltaic systems with a total capacity of at least 165 MW through the Casa Verde Fotovoltaice. Program. Comparatively, the budget allocated in 2023 for the same project can cover approximately 87,500 projects in a single year.

“The good news is that more and more Romanians are considering installing photovoltaic systems for electricity production, especially after experiencing increased energy bills last year. Government-funded programs have fueled the demand and created high expectations among potential beneficiaries who are eagerly awaiting the opening of the sessions and the implementation of projects. The less favorable aspect is that the Casa Verde program did not start as planned, and the implementation of projects funded through this program will take longer than estimated by the authorities. At the same time, data centralized by ENSYS indicates that more and more customers choose to finance their photovoltaic system investment from their own sources to avoid implementation delays and to no longer depend on government funding. For instance, the delays within the Casa Verde 2021 program, which officially began in 2022, create complicated situations for both suppliers and beneficiaries. In practice, this year will see overlapping implementation deadlines for projects contracted under the 2021 and 2023 editions of government programs, potentially leading to dissatisfaction among beneficiaries. To prevent unpleasant situations for our company’s clients, in 2023, Ensys has increased the number of employees and expanded the number of installation teams. Currently, Ensys is installing photovoltaic systems with over 200 employees, organized into teams distributed nationwide,” stated Sebastian Crișan, Interim CEO of Ensys.

Measures Taken by European Countries to Counterbalance Rising Energy and Natural Gas Prices

The price of energy and natural gas has increased this year and is up to 7 times higher compared to last year in some European countries.

The crisis of these prices is based on multiple international factors that have affected the entire global market:

  1. The increase in global energy demand following the post-Covid-19 economic recovery;
  2. The intensified rise in commodity prices, particularly natural gas, at a global level (over 170% in 2021);
  3. The cold and harsh winter of the previous year, which prolonged the heating period, followed by a long and scorching summer, leading to higher usage of cooling appliances and consequently, higher energy consumption;
  4. The war in Ukraine and the unstable geopolitical context worldwide.

In this context, since the fall of last year, the majority of European countries have taken measures to counterbalance the increase in energy and gas prices in order to avoid energy poverty.

In this article, we will analyze the measures adopted in Italy, Germany, and the United Kingdom.

Measures taken in Italy

Italians benefit from a 110% tax deduction for energy efficiency improvements in existing buildings and even subsidies for seismic consolidation of these buildings.

Additionally, the Italian government expects to save 4 billion cubic meters of gas this year by reducing the use of air conditioning in public buildings. The project is called the “Operation Thermostat,” where air conditioner owners are not allowed to set the temperature below 25℃.

Other measures that have been adopted in Italy to support consumers include:

  • Social bonus for families with annual incomes below 12,000 Euros;
  • Reduced excise tax on fuels by 30 cents per liter of gasoline or diesel;
  • Temporary reduction of VAT on fuels from 22% to 5% for all consumers;
  • Progressive reduction of VAT on electricity and gas bills based on consumption;
  • Reduced electricity tax from 22.50 Euros per megawatt/hour to 1 Euro for household consumers and 50 cents for industrial consumers;
  • Possibility for household consumers to pay energy bills in multiple installments.

Measures taken in Germany
